【“一老一少”医保制度】
2007年常州市出台了两项惠民新政，实现了城镇养老、医疗保障体系外的3万老年居民、15万少年儿童直接受益。全市养老、医疗、失业三大保险分别净增参保8.47万人、11.3万人和6.89万人。
“The Senior and the Young” Medical Insurance System
In 2007, Changzhou newly implemented two policies benefiting people, which directly benefited 30,000 senior dwellers and 150,000 children and teenagers excluded from the medical insurance system. The number of people in Changzhou enjoying endowment insurance, medical insurance and unemployment insurance increased respectively 84.7 thousand, 113 thousand and 68.9 thousand.

【住房保障规划】
我市率先在全省制定并实施有常州特色的《常州市市区住房保障规划》，扩大经济适用房和廉租房的供应量共2205套，新建蓝天新苑、新都市花园一期等经济适用房50万平方米；为中低收入家庭发放住房公积金贷款11944户，发放金额21.34亿元；并扩大廉租房政策的覆盖面，提高租金补贴和特困家庭补贴。
Housing Guarantee Planning
Changzhou took the lead in constituting and implementing Changzhou Urban Housing Guarantee Planning with characteristics of Changzhou. Total 2,205 sets of economic applicable apartments and tenement houses were built to expand the supply, including newly constructed economic applicable apartment areas named Lantianxinyuan and Xindushi residential quarter, phase-1 with an area of 500,000 square meters; housing accumulation fund loans of RMB 2.134 billion are released to 11,944 households of lower-middle-income families; and the policy coverage of tenement houses was extended to increase rental allowance and allowance for extreme-low-income families. |

【慈善之城】
近年来，常州聚各方之力推进慈善事业发展，创出慈善基金募集的“常州模式”，在全国引起强烈反响，常州被誉为“慈善之城”；2007年市级慈善基金猛增到12亿元，跃升为江苏第一，全国领先。
A City of Charity
In recent years, Changzhou has been engaging in promoting charity development by joint efforts from all circles and created a “Changzhou Mode” for charitable fundraising, which received strong responses throughout the country. Therefore, Changzhou was awarded “City of Charity”. As of 2007, charitable fund in the city jumped to 1.2 billion Yuan, which ranked the first place in Jiangsu and kept a leading role in China. |

【“拯救少女萍萍”】
花季少女萍萍身患白血病危在旦夕。大型新闻行动“拯救少女萍萍”，得到了常州社会各界的强烈响应。在短短十天时间里，8000多位市民汇集了120万元的善款，创造了民间单次募捐金额的最高纪录。萍萍康复出院后，又将剩余的80万元以特别基金加入常州慈善基金。
“Save Girl Pingping”
A teenage girl named Pingping suffered leukemia and was on the verge of death. A large scale movement called “Save Girl Pingping” led by the press received strong responses from all circles of Changzhou. Only within ten days, more than 8,000 citizens donated RMB 1.2 million, which broke the record of one-time social donation amount. Recovered and discharged from hospital, Pingping contributed the rest 800,000 yuan to Changzhou’s Charitable Foundation as a special fund.

【“格桑花行动”】
新北区民营企业家了解到四川甘孜藏族自治州急需建设村级卫生站后，便立即筹款，向自治州捐建第一批30个村级卫生站，同时捐赠20多万元的药物。这些卫生站建成后，可以为3万多农牧民直接提供医疗服务。这一行动被藏民亲切地称为“格桑花行动”。
“Kalsang Flower Action”
Learning that village-level health service stations is in urgent need in Ganzi Tibetan Autonomous Prefecture of Sichuan Province, entrepreneurs of private enterprises in Xinbei District fundraised at once for this prefecture to build the first batch of 30 village-level health service stations, together with a donation of medicine worth RMB 200,000. These stations will provide direct health service for 30,000 farmers and herdsmen after completion. This activity is appraised by Tibetans as “Kalsang Flower Action”. |
