各项改革有序推进。完成工业和经-营性事业单位改革改制任务，新增境内外上市企业8家，累计达15家；全面免征农业税及其附加，积极推进农村“三大合作”改革，开展了农业保险试点工作；实施了街道、乡镇两轮行政区划调整，街道、乡镇分别减少了16.6%、42.18%；财税、金融、文化体制改革也取得了明显成效。
All reforms achieved orderly progress. The task of reform and restructure of industrial and commercial institutions was accomplished. The number of domestic and overseas listed companies reached 15, including the newly added 8 companies. The agricultural taxes and supplementary tax were fully exempted; “three-cooperation” reform in rural area has been advanced, and pilot work of agricultural insurance was carried out. Besides, the administrative division adjustment of sub-district, town and township was performed, and therefore, the number of sub-district, town and township decreased by 16.6% and 42.18% respectively. In addition, the reform on fiscal revenue, banking and cultural system obtained prominent achievements.

    民营经济迅猛发展。私营企业和个体工商户分别达到5.42万户和12.4万户，注册资本达到888.6亿元；民营经-济占全市经-济总量、税收总额的比重均超过60%。
Private economy enjoyed a rapid growth. The number of private enterprises and individual industrial and commercial households increased to 54,200 and 124,000, with registered capital reaching RMB 88.86 billion. The proportion of private economy in both economic aggregate and total revenue of the whole city exceeded 60%.

开拓创新硕果累累
   对外开放取得新的突破。2003-2007五年累计实际到账注册外资52.5亿美元，去年达到18.3亿美元，已有46家世界500强企业落户常州；全市进出口总额累计441.6亿美元，其中出口321.1亿美元，年均分别增长27.5%和30.0%；外经-营业额10.7亿美元。五年共核准境外企业79家，我市对外投资已涉及进出口贸易、加工制造、技术开发、资本运作等领域；出口加工区、海关及国检武进办事处建成投运。
Innovative Undertaking Achieves Great Success
Opening up to the outside world achieved a new success. During the five years since 2003 to 2007, the accumulated actual foreign capital on account totaled USD 5.25 billion, including USD1.83 billion was achieved in the previous year, and total 46 companies among Global 500 companies have settled down in Changzhou; total export & import volume of the whole city accumulated to USD 44.16 billion, including USD 32.11 billion gained from export, achieving average annual increase of 27.5% and 30.0% respectively; business volume of foreign trade hit USD 1.07 billion.
During the five years, 79 overseas enterprises had been approved; the foreign investment of the city had involved export & import trade, process manufacturing, technology development, capital operation. Besides, export process zone, customs and Wujin Export Process Zone of the State Administration of Imported and Exported Commodity Inspection and Quarantine and customs and Wujin Office of the State Inspection and Quarantine had been set up and put into operation.

 


    科技创新能力不断增强。依托大学、大院、大所开展产学研合作成效显著，五年新增省级以上高新技术企业460家、研发机构126家，新增中国驰名商标6件、中国名牌产品品牌25个，专利申请、授权量分别达到12981件、6212件。
The capacity of scientific and technological innovation kept enhancing. The cooperation among industry, university and research institute based on universities, colleges and institutes saw prominent achievements. Over the past five years, the number of hi-tech enterprises and R&D institutes above provincial level reached 460 and 126 respectively. Besides, 6 China renowned trademarks and 25 famous-brand products were newly added in the city. In addition, the number of patent applied and patent authorized reached 12981 and 6212 respectively.
