发展环境逐步优化
    一手抓硬环境建设，一手抓软环境提升。按照“诚信、透明、简化、明确、高效”的要求，简化办事程序，提高办事效率。行政审批大幅减少，审批总事项由927项减少为416项，减幅达到55.1%，许可类、非许可类行政审批工作日分别压缩了35%和34%，取消、降低了221个收费项目。全面推行企业登记注册告知承诺制和“宁静工作日”制度。投资发展环境明显改善，在“全国城市创新环境评价”中名列第七名。

Development Environment Kept Improving
We should strengthen the construction of hard environment at the same time promote the soft environment upgrading. In accordance with the requirements of “integrity, transparency, simplification, confirmation and high efficiency”, we should further simplify the procedures and improve work efficiency. The items demanding administrative examination and approval were sharply decreased, and the total items related with administrative examination and approval were decreased from 927 to 416, reaching 55.1% in decrease. The workdays required for approval items and non-approval items were shortened to 35% and 34% respectively, cancelled or lowered 221 items of charges. Besides, notice commitment system of enterprise registration and “quiet work days” system were implemented in all respects. The investment environment achieved a prominent improvement, which made Changzhou list in the seventh place in National Cities Innovation Environment Assessment.
